REGISTRATION OF IMMIGRANTS BY POLICE, RANGERS: Murad approves intelligence-based operation against terrorists

KARACHI (Oct 25) : Sindh government has decided to register all the immigrants, legal and illegal, living in the city, in and around the slump areas and outskirts to develop a data base of who is who and where he lives and what he does.

This decision was taken by Sindh chief minister Syed Murad Ali shah while presiding over a special meeting to review law & order here at the CM House. The meeting was attended by CM Advisors on Information Mola Bux Chandio, on Law Murtaza Wahab, Chief Secretary Siddique Memon, DG Rangers Major General Bilal Akbar, Additional IG Karachi Mushtaq Maher, Additional IG CTD Sanaullah Abbasi, Home Secretary Shakeel Mangnijo and provincial heads of intelligence agencies and others.

In the start of the meeting the attack on police training center Quetta was condemned and fateh was offered for the people killed in the terrorist attack and solidarity with the people of Balochistan was expressed.

The chief minister said that the law & order situation in the province in general and in the Karachi in particular is satisfactory because the law enforcement agencies have done wonderful job. “I appreciate all of you for your efficient work,” he said while addressing the heads of all the agencies. “We have to be careful by improving our watch and ward,” he said.

The heads of law enforcement agencies discussed over all law and order situation and briefed the chief minister about targeted operation and on the recent arrest of some high profile terrorists who have give clues of other terrorists living in the city and about their plans.

It was pointed out that the illegal immigrants living in Karachi and on its outskirt and even in the slump areas were either harbouring terrorists or supporting them. Some of them are directly involved in terrorist activities. Therefore, it was decided to register them through a thorough survey to be conducted by law enforcement agencies teams comprising district administration, Rangers, police and intelligence agencies.

A data would be developed of each and every immigrant whether he or she lives in the city or anywhere in the province legally or illegally. The chief minister assigned the task to commissioner Karachi to sit together with DG Rangers, IG Police, home secretary and other agencies and constituted more than 15 teams who start registration of the immigrants for which a proforma would be designed by home department.

Chief Minister Syed Murad Ali Shah taking another policy decision directed Rangers and police to start extensive snap checking in the city. The checking must be made in the areas where they have information of subversive activities.

The chief minister taking another important decision directed the law enforcement agencies to launch an aggressive operation against drug traffickers operating in different areas of the city. The agencies have already collected their details and information about the operators, their hide outs and network. It was pointed out that they were supporting terrorists and also financing them.

The meeting was informed that around 93 madaris have solid links with terrorists or banned outfits. The intelligence agencies had gathered credible information about the activities taking place there. “This kind of attitude would not be accepted. We would not allow anybody to shed blood of innocent people in the name of religion or using a sacred place,” he said and directed Rangers and police  to start operation against them. “This operation would also be targeted and intelligence based,” he said.

The chief minister directed the home department to put the 93 madaris involved in dubious activities on the watch list and maintain the record of their day today activities to be monitored through intelligence work.

The chief minister was given a report on the operation launched to bulldoze the offices of parties or groups built on government land. The chief minister approved to extend the operation of bulldozing the illegal constructions on government land located near markets, parks, madaris and at such other areas. This operation would be started just after chehlum.

The chief minister directed the IG police and Rangers to strengthen their check posts at Hub. There were some reports that terrorists were either establishing their hide outs or operating from the adjoining areas.  He issued directives for strengthening the intelligence work there.

After an extensive discussions and deliberations the meeting decided to develop a working group of law enforcement agencies on the level of police, home secretary and DG Rangers to coordinate with Balochistan government and agencies on regular basis.

The chief minister said that he would call the Apex Committee meeting shortly to discuss the law and order issues, by the time the law enforcement agencies should start their registration work and other operations as decided in the meeting and present their progress reports in the apex committee meeting.

The chief minister categorically said that if any organization is found involved in terrorist activities it entire infrastructure, including offices would be bulldozed. “We would respect peaceful people, organizations and consider the other involved in terrorism activities as enemies of Pakistan,” he said and concluded the meeting.
