Deplores non implementation of National Action Plan, calls for ruthless accountability

Islamabad December 15, 2015: Paying homage to the martyrs of Army Public School Peshawar as “nations heroes who were too young and bare to fight yet too strong for the tyrants, the brigands and the fanatics” the former President today called for effective and full implementation of the unanimous National Action Plan so that “the sacrifices rendered by these heroes and heroines and the nation did not go in vain”.

He said this in a message on the first anniversary of the martyrdom of APS students, teachers and staff falling on Wednesday December 16.

On this day we salute the martyrs of APS Peshawar, reiterate the pledge to avenge the barbarity by wiping out the scourge of terrorism and religious extremism and call for bringing all perpetrators of the heinous crime to justice, he said.

The former President also called for an “honest assessment” of the abysmal failures and “ruthless accountability” of those who have failed in the implementation of the National Action Plan (NAP).

Abysmal failure in implementing the NAP amounts to rejecting the sacrifices of countless shuhada of the armed forces, the para-military forces, the police and the civilians in the fight against militancy and extremism, he said.

Spokesperson Senator Farhatullah Babar quoted the former President describing as “most troubling to every patriotic citizen” the absence of progress in core areas of the NAP including action against proscribed organizations, reforms of madaris, structural reforms in FATA, reforms in criminal justice system, empowering NACTA and bringing all intelligence agencies under its umbrella.

He lamented that banned militant organizations have been allowed to resurrect under different names behind the façade of charity work and even the Parliament has been misguided in this regard.

Structural reforms in the tribal areas have been swept aside by resorting to the familiar tactic of setting up committees after committees, he said.

National Counter Terrorism Authority (NACTA) remains dysfunctional as revealed from replies to parliamentary questions. Religious fanatics who have publicly sought assistance of extremist and criminal ‘Daesh’ are roaming free and madrassah reforms is as distant a cry as ever, he said.

Asif Zardari said that not through mere empty words of praise but by truly implementing the National Action Plan we must pay homage to the martyrs of APS, Peshawar.
